Web platforms & applications
Public websites, member portals and web apps that work on a phone with a weak signal, not just on a laptop in an office.
Maseru, Lesotho / Available 24/7
Websites, internal systems, broadcast technology and networks. Designed here, built here, documented properly, and supported around the clock after handover.
What we do
These are where we are strongest, but the list is not a limit. Bring us the difficult one, the system nobody else wants to touch, and we will work out how to build it and then stand behind it.
Public websites, member portals and web apps that work on a phone with a weak signal, not just on a laptop in an office.
The paper register, the WhatsApp group and the spreadsheet turned into one system your team actually uses, with a dashboard that shows what happened.
Studio builds, playout, streaming, studio to transmitter links and coverage planning. We have run this equipment ourselves, not only specified it.
Cabling, wireless, servers, backup and remote access, designed so that adding another twenty users later does not mean starting again.
Selected work
The youth empowerment platform for the foundation founded by HRH Princess Senate Mohato Seeiso, with programme galleries and district coverage.
Studio handover, GPS verified attendance, advert flighting and fault logging in one operations app, with an admin dashboard on top.
Four short steps, a reference number immediately, and a written reply within one working day. Or just message us on WhatsApp and skip the form.
Home / Capabilities
We take on work we can finish and stand behind. If a job falls outside this list we will tell you honestly and point you somewhere better.

Policies, procedures, equipment budgets, licence and compliance paperwork. The documents a board or a regulator will accept without sending them back.
Round the clock. Updates, backups, monitoring and a person who answers the phone at two in the morning when the transmitter drops.
Process
Five stages, in this order, every time. You always know which one you are in.
A free call, thirty minutes. We write down what you actually need, and what you do not.
A written proposal with a fixed price, a fixed list of deliverables and a date. No moving targets.
You see working progress every week and can say something while it is still cheap to change.
Training, documentation, and every account registered in your name. Nothing stays hostage with us.
A retainer or pay as you go. You choose after handover, not before.
Engagements
Every project is quoted properly after the scoping call. These are honest starting points, and they are negotiable depending on what the work actually needs.
Prices in Maloti and exclusive of third party licences, hardware and domain fees. Care retainers start at M1 200 per month. Registered non-profits and schools are quoted at a reduced rate. Every price here is a starting point and is negotiable against the actual scope.
Home / Work
Every project here is live right now, in daily use, and was handed over with the accounts and documentation in the client's own name. Open them and judge for yourself.
The digital home of the youth empowerment foundation founded by HRH Princess Senate Mohato Seeiso. Programme galleries, district coverage across Lesotho, and a content structure the foundation's own team can maintain without calling us.
Built as a single fast-loading platform so that it opens on a phone anywhere in the country, including on the mountain passes where the signal is weakest.
The public face of the station. Corporate profile, schedule, presenters and a live stream that starts quickly on mobile data, in the station's black, gold and red.
Six connected modules covering studio handover, GPS verified attendance, advert flighting and proof of play, show reports, fault tracking and an admin dashboard. It replaced a paper register and a WhatsApp group.
A fast site built around one job: turning a visitor into an enquiry. Rooms, rates and directions that load on a slow connection.
A children's character building academy platform with a moderated video library, a progress tracker and animated scenery, plus post production on the client's animated series.
Client names and screenshots are published with permission. If you would like to speak to any of these clients before engaging us, ask and we will make the introduction.
Tell us what you need and we will come back with a written proposal, a fixed price and a date.
Home / Company
Ressurgence System Development and Governance is a Maseru based technology company. We come out of broadcast engineering and network infrastructure, which means we have sat in the chair at three in the morning when something goes down, and we build accordingly.
We work with radio stations, foundations, guest houses, schools and small businesses across all ten districts. Our work is documented, our accounts are handed over in your name, and we quote in writing before we start. We speak English and Sesotho, and we will explain the technical part until it makes sense to you.
We are available around the clock. Broadcast does not stop at five, and neither do the systems we look after.
Director
Broadcast and IT systems engineer. Production and technical management in live radio, with a background in network and infrastructure management. Builds the systems, then keeps them running.
Usually within one to two weeks of a signed proposal and deposit. Urgent work can often be slotted in, so ask.
Yes. We have worked across the districts, and most of a project can be run remotely with agreed site visits costed into the quote.
You do. Domains, hosting and accounts are registered in your organisation's name and handed over with the documentation.
A deposit to begin, a payment at an agreed milestone, and the balance on handover. Everything is set out in the proposal and the service agreement.
Often yes. We will review what exists and tell you honestly whether it is worth continuing or worth rebuilding.
Prefer to talk first? Message us on WhatsApp and we will answer, usually within the hour.

Ressurgence System Development and Governance, Maseru, Lesotho. For anything in this notice, contact us on hlomphotimothy@gmail.com.
Only what you type into the request form and send to us: your name, role, organisation, email, phone number, and the description of what you need. We do not collect anything in the background.
To reply to your enquiry, prepare a quotation, and if you engage us, to deliver and support the work. We do not sell it, rent it, or use it for marketing you did not ask for.
Requests reach us by email and by WhatsApp. Those services are operated by providers outside Lesotho, which means your message is stored on servers in other countries. If you would rather not have your details leave Lesotho, telephone us instead and we will take the details by hand.
Enquiries that do not become projects are deleted within twelve months. Records for projects we deliver are kept for seven years, because tax and contract law require it.
Under the Data Protection Act 2011 you may ask us what we hold about you, ask us to correct it, ask us to delete it, or object to how we are using it. Email us and we will answer within thirty days at no charge.
This site is served over HTTPS. We limit who can see enquiry records to those who need to. No system is perfect, and we will tell you promptly if something goes wrong that affects you.
Home / Terms
Last updated 19 August 2026
These terms govern the use of this website and set out the basis on which we usually work. The contract for any specific project is the written proposal and service agreement we sign with you, and where those differ from this page, they take precedence.
Prices shown on this site are starting points, not fixed offers, and are negotiable against the actual scope. A quotation becomes binding only when it is issued in writing and accepted by you. Prices are in Maloti and exclude third party licences, hardware, domain fees and any applicable taxes.
Unless the proposal says otherwise: a deposit to begin, a payment at an agreed milestone, and the balance on handover. Invoices are payable within fourteen days.
On final payment, the work we produce for you becomes yours. Domains, hosting and third party accounts are registered in your name and handed over. We keep ownership of our own pre-existing tools and general know-how, and we may describe the work in our portfolio unless you ask us in writing not to.
You provide content, approvals and access on time, and you confirm you have the right to any material you give us. Delay on that side moves the delivery date.
Support included with a project is stated in the proposal. Beyond that, support is by retainer or call-out. We aim to be available at any hour, and agreed response times are set out in the retainer.
We do our work with reasonable skill and care. Our total liability for any project is limited to the fees you paid us for that project. We are not liable for indirect or consequential loss, including lost profit or lost data, except where the law does not allow that limit.
We keep your information confidential and expect the same in return. This continues after the project ends.
Either side may end a project in writing. You pay for work completed up to that point, and we hand over what has been paid for.
The laws of the Kingdom of Lesotho apply, and the courts of Lesotho have jurisdiction.
